The Ohio House of Representatives has approved House Bill 25, known as the Fostering School Success Act. The legislation is designed to provide scholarships for foster youth who have been in care since age 13, allowing them to pursue various educational opportunities such as trade schools, community colleges, and four-year universities.
State Representative Sharon Ray (R-Wadsworth) commented on the bill’s significance: “House Bill 25 is a vital step toward leveling the playing field for Ohio’s foster youth, helping them overcome financial barriers and empowering them to achieve their educational dreams.”
As of January 2026, there are about 14,223 children in foster care across Ohio, according to data from the Ohio Department of Children and Youth.
The bill will move next to the Ohio Senate for further consideration.
